Description

 

The University of Alabama at Birmingham (UAB) is seeking a MANAGER - IT BUSINESS SERVICES to be responsible for the day-to-day operations and administration of IT business and customer support functions. Under supervision, to support IT business services, technical workflows, contract management and customer support. To be responsible for administration of technical resources and best business practices to execute cost saving strategies, strengthen vendor relationships, drive operational efficiencies and optimize enhancements to the IT enterprise. To work with stakeholders to determine user needs and review IT related contracts. 

 Duties & Responsibilities:

 Management: 

  • Manages the operations, interactions and administration of the Business Services & Procurement functions of UAB IT.  Administers resources and provides support for customer service processes, vendor support, audit compliance and reporting functions of the IT Business Services Office.
  • Manages department including initiatives, special projects, and complete oversight of the contracts processes and billing processes.  Provides leadership and guidance and serves as the escalation point. 
  • Serves as systems owner for various systems that support the functions of the office including, but not limited to, ServiceNow Contracts System, Adobe Sign, and the Telecom Billing System
  • Supports business operations to enhance operational efficiencies and strives to improve IT purchasing procedures, execute cost savings strategies, and build key supplier relationships.
  • Achieves results through others; manages staff for optimum performance, including staffing requirements, hiring, training, performance evaluations and corrective actions.
  • Provides support for IT objectives and promotes an environment of commitment to problem resolution and superior customer service.
  • Creates complex original draft documents; analyzes information and prepares reports and summaries for executive review.

 Procurement: 

  • Manages the procurement process, develops and executes procurement plans, and proactively manages IT contracts to optimize hardware, software, and consulting expenditures. 
  • Negotiates price controls and looks for redirects, eliminates cost escalators and proactively seeks ways to reduce costs. 
  • Seeks opportunities to co-author agreements with other universities and takes lead on working with other universities to execute agreements.

 Liaison:

  • Works with managers as liaison/SME for subjects related to contract processing, UAB requirements, Alabama Bid law, and other relevant policy, procedures, and laws; schedules routine meetings with managers to ensure awareness of upcoming renewals and/or tracking of software licensing expenditures. 
  • Serves as a key interface between UAB IT and UAB Financial Affairs, technology suppliers and campus stakeholders to determine business needs, processes and best practices to support IT operations.
  • Serves as interface with entities both internal and external to UAB IT including UAB Contracts, Legal, Compliance, vendors, and other relevant departments as needed.
  • Consults with users to understand needs, develops specifications and makes recommendations regarding purchases and vendor management.

Contract Review:

  • Serves as Contract SME; reviews and provides high-level approval for all contracts and/or software licensing agreement for accuracy before routing for internal or external approvals.
  • Reviews IT-related contracts originating from the campus community.  Serves as campus contact to review all campus agreements that relates to IT and respond; works with internal IT groups to ensure agreements are thoroughly reviewed by other relevant IT SMEs (governance, data security, etc.)
  •  Serves as point of contact for contracts sent for heightened review or returned from central approval; mitigate issues with contracts after leaving internal approval by actively reviewing agreements.

 Licensing:

  • Oversees site licenses and/or volume purchase agreements, and ensures that record keeping and fulfillment procedures comply with regulations and university guidelines. 
  • Negotiates agreements accordingly.
  • Manages software licensing account.

 Billing:

  • Oversees billing functions for designated IT departments supported by direct reports. 
  • Perform other duties as assigned for the success of the department and the division.

 (Annual Salary:  $70,425  -  $114,440)

 

Qualifications

 

Bachelor's degree in Business, Computer Science, Engineering or a related field and five (5) years of related experience required. Work experience may NOT substitute for education requirement. 

Candidates should have progressive experience supporting business operations, managing vendor relationships and negotiating contracts.  Experience with contracts in an IT environment is a plus. Prior experience managing and leading employees is necessary for success in this position.  Familiarity with state bid laws and relevant federals laws (HIPAA, FERPA, and similar) is strongly desirable.

  • Written and oral communication skills with ability to communicate complex ideas to various levels.
