General Responsibilities:

Under the direction of the IT Manager, this position will evaluate end-user technology system needs and recommend, develop, implement and support appropriate systems to meet these needs. Analyzes user requirements, procedures, and problems to automate or improve existing systems/applications, and design / develop new systems/applications. Utilizes a broad understanding of the company programs and customer initiatives in order to set priorities in work assignments. Studies company computer systems and procedures and designs information systems solutions to help the organization operate more efficiently and effectively. Serves as liaison between business and technical aspects of projects. Plans project stages and assesses operational implications for each stage of a project. Monitors progress to assure deadlines, standards, and cost targets are met.

Essential Job Functions:

1. Performs project management for multiple information technology projects simultaneously from a project’s inception to its conclusion, participates in various programs, planning activities, and staff meetings.

2. Develop and update project plans for information technology projects including information such as project objectives, technologies, systems, information specifications, schedules, funding, and staffing. Monitor and track progress to assure project milestones, deadlines, deliverables, standards, and cost targets are met. Direct or coordinate activities of project personnel related to project.

3. Lead teams of users and staff which includes assigning duties, responsibilities, and spans of authority to project personnel. Prepare project status reports by collecting, analyzing, and summarizing information and trends.

4. Create process models, specifications, diagrams, and charts to provide direction to system programmers. Develop system test plans for new system implementation work. Develop and document deployment work plans. Produce project status reports on a timely basis.

5. Evaluates and develops approaches in support of system processes. Assists with analysis and implementation of data structures and systems.

6. Create operation job streams by assembling required processing steps in a logical order to accomplish desired results.

7. Project a professional demeanor utilizing both oral and written communication skills of the highest quality.

8. Collaborate in the planning, design, development, and deployment of new applications and enhancements to existing applications. Evaluate end-user technology system needs and recommend, develop, implement and support the systems to meet these needs.

9. Leads the design, development, and implementation of new applications and changes to existing systems and processes. Assess the usefulness of pre-developed application packages and adapt them to a user environment.

10. Coordinate and link the computer systems within the organization to increase compatibility and so information can be shared. Determine how a system should work and how changes in conditions, operations, and the environment will affect outcomes. Test, maintain, and monitor computer programs and systems, including coordination the installation of computer programs and systems.

11. Troubleshoot program and system malfunctions to restore normal functioning. Train staff and users to work with computer systems and programs.

12. Develop or configure document management system features, such as user interfaces, access profiles, and document workflow procedures.

13. Administer document and system access rights and revision control to ensure security of system and integrity of master documents. Implement electronic document processing, retrieval, and distribution systems in collaboration with other information technology specialists.

14. Assist in determining document management policies to facilitate efficient, legal, and secure access to electronic content. Consult with end users regarding problems in accessing electronic content.

15. Provide technical support for software/applications used throughout the organization. Identify new areas of growth after implementation and propose solutions to the business. Expanding or modifying the system to serve new purposes or improve workflow.

16. Communicate process changes, enhancements, and modifications – verbally or through written documentation – to management, peers, staff, and other employees so that issues and solutions are understood.

17. Generate standard or custom reports summarizing business, financial, or economic data for review by executives, managers, clients, and other stakeholders. Maintain or update business intelligence tools, databases, dashboards, systems, or methods. Identify complex problems and reviewing related information to develop and evaluate options and implement solutions.

18. Analyze and collect technology trends and business intelligence data for industry reports, field reports and purchased sources to identify areas for future development. Analyze competitive market strategies through analysis of related product, market, or share trends. Communicate with customers, competitors, suppliers, professional organizations, or others to stay abreast of industry or business trends. Develop system user documentation. Develop, document, and revise system design procedures, test procedures, and quality standards.

19. Plan, develop, coordinate and implement security standards, policies, and procedures to safeguard company assets, employees, guests, or others on company property. Recommend ways to control or reduce risk and implement organizational process or policy changes. Devise systems and processes to monitor validity of risk modeling outputs. Monitor use of data files and regulate access to safeguard information in computer files.

20. Analyze and manage risk management issues by identifying, measuring, and making recommendations on operational or enterprise risks for an organization. Review violations of computer security procedures and discuss procedures with violators to ensure violations are not repeated. Develop plans to safeguard computer files against accidental or unauthorized modification, destruction, or disclosure and to meet emergency data processing needs.

21. Develop business impact analysis, business continuity and disaster recovery plans to mitigate risk or facilitate use of technology-based tools and methods. Develop emergency management plans for recovery decision making and communications, continuity of critical departmental processes, or temporary shut-down of non-critical departments to ensure continuity of operation and governance. Test documented disaster recovery strategies and plans. Recommend or implement methods to monitor, evaluate, or enable resolution of safety, operations, or compliance interruptions.

MINIMUM QUALIFICATIONS

Education:

Bachelor’s degree in Engineering, Computer Science, Management Information Systems or related field required.

Experience:

Minimum of 8 years progressive experience developing, implementing, and/or supporting fully integrated business systems for a utility, service, or manufacturing operation. Advanced knowledge of software development life cycle protocols. Proven experience with business and technical requirements, analysis, and business modeling. Knowledge of project management methodologies and systems especially as implemented in an information technology environment. Interpersonal/human relations skills. Functional supervisory skills. Ability to operate a personal computer and applications. Familiarity with multiple information technology currently relevant programming languages.
